The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS) that is responsible for managing the country’s response to natural disasters, such as hurricanes, tornadoes, and floods, as well as other emergencies and threats to public safety. In this paper, we will examine the mission of FEMA and why it was made a part of the DHS.
FEMA’s mission is to “support our citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards” (FEMA, n.d.). This mission is accomplished through a range of programs and services, including disaster preparedness, response, recovery, and mitigation, as well as training and education, and grants to state and local governments and non-profit organizations.
In 2003, FEMA became a part of the newly formed Department of Homeland Security, which was created in response to the terrorist attacks of September 11, 2001. The idea behind this integration was to better coordinate and streamline the federal government’s response to both natural disasters and terrorist attacks. By being a part of DHS, FEMA has access to more resources and can better collaborate with other agencies, such as the U.S. Coast Guard and Customs and Border Protection, to respond to emergencies more effectively.
According to a report by the Congressional Research Service, the integration of FEMA into DHS has had both positive and negative impacts. On the one hand, it has led to increased coordination and information sharing among different agencies, as well as more effective use of resources. On the other hand, there have been concerns about the increased focus on counterterrorism and border security within DHS, which could potentially detract from FEMA’s ability to respond to natural disasters (Bea, 2021).
In conclusion, the mission of FEMA is to prepare for and respond to natural disasters and other emergencies, and it was made a part of DHS in 2003 to better coordinate the federal government’s response to these events. While there have been some challenges with this integration, overall, it has led to more effective emergency management and better use of resources.
