NASPAA Competency: Participate in and contribute to the policy process (artifact: PADM 7663)
The policy analysis paper I completed for PADM 7663 demonstrates my ability to apply appropriate theories of public policy to specific policy contexts. The paper analyzed the implementation of the Affordable Care Act (ACA) and its impact on healthcare accessibility and affordability for low-income individuals in rural areas. I used theories of policy implementation, such as the Advocacy Coalition Framework, to explain the challenges faced by the ACA’s implementation in rural areas. I also applied theories of healthcare policy, such as the Iron Triangle of healthcare, to explain the trade-offs between healthcare quality, cost, and access in the context of the ACA. Overall, the paper showed my ability to apply theoretical concepts to a real-world policy issue.
In addition to demonstrating my ability to apply appropriate theories of public policy, the policy analysis paper also shows my ability to describe the mechanisms of, and opportunities for, participation throughout the policy process. The paper discussed the role of stakeholders, such as healthcare providers, insurers, and patient advocacy groups, in shaping the ACA’s implementation in rural areas. It also described the mechanisms of public comment periods, public hearings, and rulemaking in the policy process. By explaining the different avenues for participation and the importance of stakeholder engagement, the paper demonstrated my understanding of the mechanisms and opportunities for participation throughout the policy process.
The coursework in the MPA program has enhanced my abilities to participate in and contribute to the policy process in several ways. First, the program has provided me with a strong foundation in policy analysis, which has helped me to critically evaluate policy proposals and understand their potential impacts. Second, the program has exposed me to a variety of perspectives on public policy, including those of different political ideologies, which has broadened my understanding of policy issues and helped me to appreciate the importance of consensus-building. Finally, the program has provided me with practical skills, such as data analysis and stakeholder engagement, that are essential for effective participation in the policy process. Overall, the MPA program has equipped me with the knowledge and skills necessary to participate in and contribute to the policy process in a meaningful way.
