Once you have read the document, create a Standard Operating Procedure (SOP) for an active shooter. If your agency already has an active shooter SOP, submit that document along with a revised SOP after reading the Active Shooter Manual.

Standard Operating Procedure for an Active Shooter Incident
- Preparation:
- Ensure that all employees are aware of the active shooter SOP and understand their role in the event of an active shooter incident.
- Provide regular training and drills for employees to familiarize themselves with the SOP and to help them react quickly and effectively in an emergency situation.
- Ensure that all employees know the location of emergency exits and safe areas in the building, as well as how to secure and lock doors.
- Provide access to a means of communication such as a phone or two-way radio to allow employees to call for help in an emergency.
- Initial Response:
- If an active shooter is in the building, immediately call 911 and provide the following information:
- Your location
- The number of shooters (if known)
- The type of weapons used (if known)
- The number of potential victims
- Follow the “Run, Hide, Fight” protocol:
- Run: If it is safe to do so, evacuate the building as quickly as possible.
- Hide: If evacuation is not possible, find a safe and secure place to hide and lock or barricade the door if possible.
- Fight: As a last resort, if the active shooter is in close proximity and there is no other option, prepare to defend yourself.
- Response by Law Enforcement:
- Wait for law enforcement to arrive and follow their instructions.
- Do not leave your hiding place until law enforcement gives you the all-clear signal.
- Keep your hands visible and follow all commands from law enforcement.
- After the Incident:
- Once the incident has been resolved, follow the instructions of law enforcement and emergency responders.
- Provide any information or assistance that may be requested by law enforcement.
- Reunite with family and loved ones if necessary.
- Seek counseling or support if needed.
- Review and Evaluation:
- Conduct a thorough review of the active shooter SOP after each incident to identify areas for improvement and make necessary changes.
- Regularly evaluate and update the SOP to ensure that it remains relevant and effective.
It is important to note that this is just a sample SOP and should be customized to fit the specific needs and circumstances of your agency. It is also recommended to seek the advice and guidance of law enforcement and security experts when developing an active shooter SOP.
